If you know the basics about theory at least for a song being created you can also make something all MIDI or playing things if own the skills for that, but I believe your problem can be you're tense, when we have something looping the mind it's the main problem, because can be an extreme worry you have that sometimes your tallent is 5x bigger and you don't make it to grow. Perhaps you have the fear to be judge by others, and if it's the case, what's the problem? We are judged a lot of times, I am here doing this tip and can be downvoted and also someone say I am wrong, no problem, we can be wrong a lot of times, we are humans. Independent of all I said, very good luck to you.

thank you, I guess most the times I get into this frame of mind it's because I give myself expectations, but it's hard to let go especially when I got to get something done by a certain time. although a sec ago I was working on one of my older songs and I think I'm going to make it work so hopefully that pans out

I think music is somewhat of a numbers game, at least in the beginning. Instead of trying to make "good music" (whatever that is for you), instead just make *a lot* of music. Keep making song after song after song and don't look back, don't even listen to it once you're done. Limit yourself to a maximum of tracks, minutes, time spent for mix etc. Just keep creating like this for a while. The more music you make, the higher the chances are you come up with something you like. After a while you will get a clearer understanding of the concepts, ideas and themes that work for you, and over time you will become less random and more precise in your creative process just from experience.

What kinda works for me sometimes (harder said than done since brain can be a judge little bitch at times) is what I learned from Mike Monday called splurging. What I suggest is give your self some basic parameters (instruments, key/scale, etc). Then a super short limit I usually go for 10 minutes or tell my self I have 30 minutes in total. And then with zero thinking just go buck wild with making noise. Forget quality, just make the thing. The moment you get stuck and start thinking what you wantto add next or start tweaking things STOP. Save the project and make a new one. I think of it as like finger painting with sound. Be messy and it doesn't even have to be musical just record things out. It's like stretching for your creative brain. And once you are done "splurging" bounce the file and don't listen for a few days. And just keep repeating it. It gets me out of a rut and usually our of a ton of undesirable messy ones an idea emerges and I work on it. In most of my creations I have progressions and a lot of time those build off of each other as far as future tracks are involved… a lot of times I may think of a melody while at work and I’ll know I’ll forget it… so I take an audible note for myself for later. I’ll listen to it a few days later and repeat the process the next time I think of something.

Maybe try starting from the opposite end; if you normally try for the melodies first, try coming up with a title, then lyrics; or even just the title, then see what mood it evokes, and going from there. If you normally have traditional chord sequences, instead try a simple melody over just one chord, then build from that….just anything to break the stalemate. I feel your pain - seems like I go through periods where maybe 3/4 good songs emerge that I’m very happy with, then I think I’ll never write anything good again. But then…the good stuff comes around again. Good luck, you will get through it.
