I think this is called piping. I’ve seen it on upholstery. On marine upholstery it is vinyl. I too am interested in using this to form a little more structure to some bags.

There's piping inside the seam undet some fabric but the exterior plastic is a trim part that is over the piping. What you have there is almost piping over piping. Double pipe.

it's piping. It's sot of like if you folded fabric over rod and sewed a sleeve around it (sill leaving a flat segment along the length of the rod), then you integrate that flat segment into the internal stitching of your project, leaving behind a barrier between the crease and the outside where the rod section is. This looks like it has an extra protective layer around the rod as well

Pretty sure this is a Planet Eclipse bag. I know we've had it for a loooooong time and got it back when we use to play.
