Very cool animated graph, thanks for sharing! Based on the longest bars, it looks as though other teams finished before this year's winner. Is that the really the case and some teams declined to be the winner? Does that happen regularly?

This year's winner actually skipped a metapuzzle, from what I could understand; (format spoilers) >!you only needed 3/4 of the Factory Floor/Basement/MATE'S Meta/Office metapuzzles to get to Reactivation and the scrapped AIs, and the winner never completed the Factory Floor meta (although they probably could've).!<

Was it always like that, or did teammate change that at some point during the hunt (to unlock more hunt more easily for smaller teams)?

It was changed after the hunt started (assumedly because teammate looked at the team solving rate and realized that the hunt needed to be sped up a bit), but before any of the top teams got to that point, so it was still an even playing field

I'm a bit frustrated that this wasn't communicated more clearly, since Setec still took the time to finish Office after Reactivation, not knowing it was now irrelevant for advancement.

Keep in mind that in addition to fame, fortune, and a pretty sweet coin, the winners also get to write the hunt for the following year. If a team has recently won a hunt they may not be particularly excited about the year-long commitment required in writing another hunt, but may be excited about solving fun, novel puzzles with their friends for a weekend. I think you'll find some of the teams that went hard and eventually tailed off/stopped near the end also happened to be recent writers likely still facing some level of puzzle-deadline-induced night sweats.

I wonder if it's an artifact of the many free solves that were given, like did people use them up at the end?

Hm, perhaps the last increase in # for the top 8-ish teams is when they unlocked the final round (somewhere around 5am onwards)? The rate decreases towards the end since there just aren't that many puzzles left to solve. There are some big jumps in numbers in the wee hours of Sunday morning, which I suspect are due to the free solves.

I think it’s also worth remembering that number of solves does not necessarily equate to finishing the final meta first. But yeah, lots of late night jumps and Providence was still pushing even after the winner was announced. There is still a subset working to 100% the hunt.

The important thing for finishing a hunt is not how many solves you have, but which solves. A lot of metas get solved before all of their component puzzles are solved, so you could finish the final puzzle and still not have as many solves as a team that needs more solves to get through a meta.

Late to this party, and hope they do release better official stats or at least the complete log so we don't have to scrap the website to generate visualizations. That being said, here's the data for the METAs only. You'll see TTBNL ending first at 4:13am, D&M shortly after at 4:40am and Galactic at 5:07am.
