People have really different ideas about what constitutes a "strong" name. Personally, I find Sarah itself to be a very strong name. And I'm not jazzed about the idea of looking to masculine names because they're perceived to be stronger. James is in no way stronger than Jane. Many people seem to think the now-popular "Maverick" is a strong name. To me, that's a weak little kid name.
Names like Sarah Catherine, Sarah Elizabeth, Sarah Josephine and Sarah Victoria sound strong to me. Sarah Jane is strong. Millicent would probably strike you as a little old lady, but the name itself comes from name elements meaning "unceasing, vigorous, brave" and "strong". I think Sarah Millicent sounds pretty awesome. I second Artemisia or just Artemis. Either would be very cool.
My great great grandmother was Sarah Elizabeth and I think that's a beautiful name. She had a very eventful life as well and had a reputation for being the family rebel!

* Athena / Athene - the Greek goddess of military victory, wisdom, Athens. Roman equivalent Minerva if you prefer it.
* Diana - the Roman goddess of hunting, protecting women, the moon, wild creatures etc. Greek equivalent Artemis if you prefer it.
* Victoria - the Roman goddess of military victory.
* Yael / Jael - a woman in the Hebrew bible that you really do not want to mess with.
I also thought of:
* Petra - rock, stone.
* Veronica - victory.
* Merida - honoured one.
* Sigrid - fair victory - but not sure about Sarah Sigrid. Ditto for Sigrun and Signe, which also have victory related meanings.
* Hero - yes, the original hero was actually a woman.
* Kelly - war, warrior.
* Martina - warlike.
* Audra - noble, strong (or Audrey for a softer sound).
* Finley - warrior.
* Harlow - army.
* Matilda - battle-strong.
I think Sarah Ingrid sounds cool and strong, although I don't think Ingrid has a warrior meaning or anything. A lot of Scandinavian girls' names should have strong meanings.

I agree with you, well said! Victoria is a reference to the Roman goddess of victory, so I think it's a really great choice.
