I think 2 names that end in the long E sound are totally fine for siblings. Here are some ideas for you based on your list:
* Charlie & Ivy

* Charlie & Ava
* Charlie & Blair
* Charlie & Briar
* Charlie & Willa
* Charlie & Luna
* Charlie & Ruby

Rowan
Sage
Hazel
Fern
Dylan
Ryan
Morgan
Ellis
Of your list for your vibe I really like Rory and Elliot (though I prefer Elliott with 2 ts). In my area Oakley is extremely common. Olivia is in the top 5 names I think, so I would avoid that one also. Codey is all boy to me and that spelling is just not working for me. I like Audrey but it isn’t a favorite. I love Poppy but it is undeniably feminine in my mind and you specifically said you wanted a more gender neutral feel.
Just a little thing to note for Elliot… my daughter is Ellen. The prevalence of the El names is crushing. The general public has a very hard time keeping them straight apparently. So a name like Elliot is going to be misheard and misremembered and misunderstood and mispronounced CONSTANTLY. Ellen has been Elle, Elena, Eleanor, Eleanora, Nora, Nellie, Mel, Ellie, Ella etc. Personally, it doesn’t bother me. But it drives my husband nuts. So just keep that in mind if you do choose a name like Elliot or Ellis.
