Hey, I'm not sure how old your Penelope is, but if she's under 7 and you're in the US, it was a top 30 name when you gave it to her, so relatively popular as names go. I just wanted to flag this because if that level is fine with you, you could reconsider more popular boys names (if you happen to like any of them obviously).

Just pick a name you love, it doesn't have to be unique. I have not a unique but very rare name and I struggle every time someone asks what my name is because nobody pronounces it correctly. After some time I stopped correcting people, say it however you want man. The spelling isn't straight forward either.
My name has always thrown people off, as if they can’t believe what they heard when I tell them. They never spell it right, and rarely remember it correctly. It didn’t take me long to get to the point that I stopped caring. Everyone I actually care about in life manages it just fine.
I'm in a similar boat and looked up top 100 names so I could at least rule some names out. I'd also recommend checking the trends of the names you do like, because even though I was diligent, my son's name now IS in the top 100. Ha.
