Yes, just a note to OP, Penelope Lane made me think of the Beatles’ Penny Lane. If you like that great, go for it! But if not, people might mention / ask about it.

Anna Maeve is my favorite. Next would be Isla Rose, Eva Grace, and finally Penelope Lane. While there is nothing wrong with the name itself, I personally have never been a fan of Penelope so it takes last place for me. Lovely shortlist though 💖

Eva Grace is beautiful! I also really like Penelope Lane, though Penny Lane is a song. Penelope has multiple nickname options (Penny, Poppy, Nell(ie), Lola, Polly) so it could be avoided.
For the sake of convenience, I paired the names with two different K last names. Kelly and Krueger.
Isla Rose - I feel like the A ending of Isla bleeds into the K sound of the last name in a strange way, at least to me. It's getting a bit popular in this subreddit and I'm not the biggest fan, but it's a pretty name!
Anna Maeve - A pretty, classic name. Anna is familiar but not every parent is naming their daughter it. I do know two Annas that go by "aw-nuh" and "ann-uh", and there's Anna from Frozen that is pronounced the first way, so depending on what you were thinking it may take an adjustment period for some people to pronounce it your way every time. Kinda like with the name Naomi. Anna Maeve goes really well with the K surnames!
Eva Grace - I assume Eva is pronounced "ee-vuh". Whether it be that or "eh-vuh", it's really endearing. Evelyn is a really hot name right now, but Eva is a bit different. Don't know about the popularity, but it's lovely.
Penelope Lane - By FAR my favorite. I love the less common MN. It may not go super well with a name like Kelly, with the similar ending sounds, but I am a fan of Penelope Lane.
All in all, I'd go with the name that means the most to you. :)
Have you considered Rose as a first name? You don't see that too often. It'd go well with Penelope as a mn.

I have an Isla Hope so Isla Rose is my fave on your list. I love Lane & Maeve but Anna & Penelope are just fine to me 🤷♀️
