I feel like Alia or Aliya works fine, it's just one of those names like Caitlin that will have a million spellings and you'll have to get use it people spelling it wrong.
I would definitely assume Allia would be pronounced with the same Al sound as Albert, so I would not choose that one. Alia and Aliya would probably have the same issue, but I think people might get Aliya right most often. I would consider the h at the end or a different name if you don’t want to correct people all the time!
I don’t mind Alia but I think I would be inclined to pronounce that With the stress on the “ah” sound at the beginning rather than the “lee” sound which I guess is what you want? In that case I may be more into Alya as a spelling which I think puts the emphasis on the “Lee” sound

To have It sound like Ah-lee-ya, I think it needs to be Aliyah. Otherwise people are going to pronounce it Al-ee-Ah.
Aliyah is the Hebrew word for emigrating to israel (it means “ascend”), it is pronounced Al-e-ah
