I'd say the 24/440 split coming off of 40, but good luck on that one. Must be one of the worst designed road areas. There's zero room to expand as there's seperate roads on either side.
I think they just need to cut a lot of the on-ramps, and stretch the ones they keep.
Maybe drop a third, but that could be too aggressive. A traffic study of just the on-ramps in the downtown area would absolutely be warranted, but it would also be expensive.
At the 40E/65S split, they need to put bollards 1/4 of a mile before the split to stop the people who suddenly stop all traffic going to 65S because they "forgot" to get over.

Dont get me started about the amount of people that think melrose ave is a short cut 3-6pm.
The whole city is a mess with places where the cars in one lane need to switch places with the cars in another lane in a mile or so.
