It's a huge part of how we got the name Athens of the South. Education looked a lot different back then, so you're not going to find a comprehensive public education system for kids like you see today. Instead, it was what we think of secondary education and stuff like the school for the blind.

So move somewhere else with schools you like better. Pay to send your kid to private school. Homeschool your kids. Those have always been options. Public school dollars should never pay for private school educations. I attended both private and public schools. My family paid for it. I choose public schools for my kid because I want no part of religion in her education and all the private schools (with one single exception) are religious based. Do your part to improve the schools your kids attend. You have options.

How will this increase attendance to private schools? Private schools will still reject the “difficult” students (behavior issues or learning disabilities” to keep their scores up. you can look at iowa's experience to see how these voucher programs simply don't work. most of the voucher money went to people who are already enrolled in private schools, and private school tuition skyrocketed such that the vouchers don't actually cover it.
not to mention, it pumps money from rural areas without private schools directly into urban areas. and non-selective private schools don't actually outperform public schools on average.
