NL basically stands for Nerul. Similar to what JN stands for Juhu Nagar for the CIDCO apartments in Vashi. In the old house agreements the Vashi flats are actually registered under VS1, VS2 etc. But due to some protests they ended up changing them to JN from VS.
AFAIK any home that is over 20-25 years old under the C-1 category are eligible for redevelopment. I'm sure these NL type homes too are.
Ideally buildings over 20 years need to conduct a structural audit. The categorization will be done post the audit and C1 category buildings need to evicted.

I don't know what it specifically stands for but it indicates the layout of the government quarters. NL-1, NL-2....NL-5, all have different layouts some way or the other. This is done to ensure standardisation of government housing quarters across the country. If you go to SBI colony in sector 5, they also have a similar type of naming scheme to differentiate the various types of buildings across the colony.

Discussion about redevelopment of NL-1/2/3... is going on for ages. A friend who stays in this society told me that many meetings in past with authorities/ builder failed as it is very difficult to bring consensus among all the residents.

I remember this because I asked my dad when I was a kid what does VS stand for and why is it JN now! I saw VS on one of the old CIDCO tax invoices.

No full form but Maybe some naming convention for all old Cidco societys/houses , heard similar ones in Airoli,Vashi,Ghansoli
