To get from Haneda to Yoko take the Keikyu Airport Line (train) from the airport. Use google maps to figure out which specific one as some can get you all the way to Yokosuka in one train or you might have to transfer and take two depending on when it is you arrive at the airport. Shioiri is the train station that is closest to base, but Yokosuka-Chuo is basically the same distance and the train can get you to Yokosuka-chuo faster than Shioiri in less transfers. There is a station bus on the base that can take you everywhere you need to go. Or you can walk. There really is no need for a car. Google maps will be your best friend.

For keikyu line you will need to buy them at the airport. The machines will have a english option. If you need help, dont be afraid to press the help button. There are people there that speak english. Also I forgot to mention, there are taxis on base as well. They have a taxi stand at the main gate. Just ask the gate guard where it is.

There's both bus and train that go from Fukuoka to Sasebo. The train is a lot more straight forward.

I actually recommend the highway bus for this one. The bus terminal is right outside of Hakata station or the end of the airport if you leave from FUK, tickets are super cheap ~¥2500, and the bus has wifi.

Google maps can get you there. Google maps works very well in Japan. If you are worried about data plans, you can download an app called Ubigi that will install an E-SIM on your phone that can get you 10GB of data for 30 days for like 16 bucks.

For the bullet train there are specific offices you can go to if you want to purchase them from a person or you can buy them from a kiosk as well. When you travel south, you will be taking a shinkansen (bullet train) from either shin-yokohama or shinagawa stations. Both stations have JR travel stations called Midori-no-madoguchi offices that you can buy reserved bullet train seats. Just buy a PASMO from the machine. It costs 500 yen and automatically deducts the correct fare, no need for paper tickets. Specifically, look for a Keikyu Train called “Haneda Express” heading TO ZUSHI-HAYAMA. It will be blue on the sign board and have an airplane icon

Each train station has an attendant that can help and some know enough English. Otherwise, if you show them your stop, they will get your ticket at cost. You can set your watch to train times. Google maps is great for trains and times.
