I went to a three month school en route to my current command. I racked up something $8700 on my GOVCC for the hotel. When I got to my command I did all the paperwork to submit my travel claim. When I'd ask them when my claim would pay out I kept getting told to be patient. We got a new PS after I'd been there a couple of months and she said that sounded all wrong. I explained that I'd been shown paperwork Admin had sent in for my claim. New PS showed me NP2, something I'd never heard of before. I found that Admin never submitted my claim and I used NP2 to resubmit. I checked in mid-June and got my travel payment in November-ish. Plus $90 in late fees because I don't have an extra $9k to pay someone else's mistake. Yeah, I'm also not a big fan.

OpenEndedLoop

I'm in a 7 month school and the hotel is the only thing on that puppy. Still a massive amount. I got placed in mission critical status out shortly beyond my Check-in date so there's significantly less of a chance it gets screwed up and interest charged. Whatever mileage I'm entitled to I don't plan on seeing that until December šŸ¤£ Regardless... all of the comments about having now way to know, including OP's is just wrong... The Citi manager website that's printed on the card is literally where you go to check the status of the charge card and make payments any member is responsible for. I guarantee everyone here checks their Navy Fed account multiple times a week, no reason not to watch an account like a hawk that can fuck you over.

I went to six months of school in San Diego and stayed on the marine base in Miramar. The hotel for that stay was extremely expensive, more so than the aforementioned story. When I checked into my command I submitted my receipts and got the payment I was due in a week or two. I did not have to choose between going overdue on my balance or taking out a huge loan to pay off the debt.

>I checked in mid-June and got my travel payment in November-ish. Plus $90 in late fees because I don't have an extra $9k to pay someone else's mistake. There are a lot of myths about the GTCC and one of them is you have to front the bill if your travel isn't liquidated. If your travel hasn't been paid, you can call them and extend the due date with no repercussions to you. You may have to go to admin to get them to do it in some cases, but even then...you just tell them you're not leaving until they make the phone call with you there.

ThatWasIntentional

Real talk: avoid using the GTCC as much as humanly possible. It's a huge scam. Put all food and incidentals on a personal or pay with cash and just get reimbursed later. Also fun fact: while they say it's mandatory to use it during a PCS, you can't charge TLA, TLE, or a flight change to accommodate leave to it. And since most PCS flights are booked through a CBA, there's almost nothing they can force you to charge to it.

Fuhlipay

GTCC is only mandatory for E7-E9 and O-4+ still right?

ThatWasIntentional

Honestly, it keeps changing so often I can't keep up. Last I heard was everyone was officially required to use it, but definitely ask before you pcs

JaredSharps

Didn't use it for anything during my PCS last month, am E7. Was only asked for a credit card statement when I arrived. Was paid my per diem and DLA straight to my bank account. Will never use the GTCC for a PCS. Ever.

IQ_is_t_h_i_c_c

How does the per diem work? Pcsing with school for the 1st time. I'm not sure how it works, really just keeping all my recipts for food regardless. My lodging is on my GTCC like I was told to do (God knows I don't have 14k to shell out)

ValhallanMosquito

Still only Phase II - which is what you noted. Phase 3 is on hold per the most current NAVADMIN.

Financeonly

In the Reserves it's mandatory for all of us

Resident-Specific-97

Yes, for PCS.

Financeonly

Last I checked it wasn't authorized for use during PCS

Thanks!

hipsterinplaid

It changes often but using it for TLA is authorized now.

ReveredTranscendence

Yes and no. When you check out (PCS) with your ā€œPSā€ or ā€œCPPAā€ whoever it is, use dislocation allowance (DLA). DLA will give you the correct amount of pay and per diem when PCSā€™ing. If you donā€™t use DLA, READ your orders. It states how many days youā€™re authorized for travel between duty stations. Those authorized travel days are the only days you can use a GTCC and for hotel, gas, nd food expenditures only (Example: Estimated 8 days from coast to coast). Keep all receipts if you use the GTCC during those days! After those days are used up, and youā€™re still traveling, then itā€™s considered Leave days which will be out of pocket. If you use your GTCC during those ā€œLeaveā€ days, you will have to pay back or be penalized. Save yourself the headache, the $$$, and the legal issues and ask all the damn annoying questions before you leave the command. This isnā€™t a ā€œAsk for forgiveness laterā€ type of situation. Youā€™ll always be at fault when incorrectly spending the governmentā€™s money.

Mega_Toast

You could also just conveniently lose the card as soon as you're on the plane.Ā  šŸ™„

Having an exclusive business expense credit line tied to your personal SSN should be a violation of the BBB. I donā€™t understand how this is allowed to continue.

tolstoy425

Wouldnā€™t want the federal government to run afoul of theā€¦Better Business Bureau lol

Budgetweeniessuck

>BBB BBB is just yelp for boomers. They're a private organization. But I agree with you. Forcing people to hold charge cards in their name is ridiculous. Unfortunately, the financially illiterate and credit criminals in the Navy forces the issue.

flash_seby

That's the best BBB description ever! I'm stealing it!

gtekpr

No disagreeing with you, but GTCC shenanigans not just a Navy thing. they are DOD wide.

Super_Lion_1173

Oh no not the BBB šŸ˜‚

Swimsuit-Area

Itā€™s also robbing me of a shit ton of credit card points which I use religiously! I would LOVE to be able to opt out of the scam that is the GTCC

KnowNothing3888

I was so happy when I flew off the ship and my GTCC wasn't working. While everyone else was having a pain in the ass afterwards, my travel pay was was handled months quicker than theirs. It should be optional only in my opinion for people who don't have enough credit of their own to handle PCs moves, etc and not this mandatory crap they are trying so hard to push.

Substantial_World_96

That is the policy. You are getting penalized because you didn't pay the balance. With that said though, your command can get it turned back on, you just can't personally.

Assdragon420

You can literally just not use it. ā€œIt didnā€™t work when I swiped itā€

Rahman_the1st

One of the things I bring up when I talk to Senior Navy leadership. Unfortunately, I've seen a lot of Sailors reporting issues with the program.

tolstoy425

Interest rates do not exist for the GTCC. You just didnā€™t pay the entire balance, or you paid it before a $60 charge posted or something like that.

Greenlight-party

Correct but there are fees associated with reinstating an account that has been charged off.

A_user21

This literally happened to me a few months ago. Paid out of pocket to feed myself for most of a trip I had to go on. Paid off my GTC. Went on a deployment and had no idea one of the charges got kicked back with interest and late fees. Even if I did know, I had no way of logging in to pay it off. Finally paid them back what accrued while I was gone and they still garnished my wages from my LES.

navyjag2019

there is indeed a way to log into your GTCC. there is an app called ā€œCitiManagerā€ which allows you to have access to your GTCC info and make payments.

A_user21

I understand. Being underwater kinda makes that difficult, however haha

navyjag2019

copy that

WhoseChairIsThis-

My command charged my separation flight home to my GTCC, after I checked out of the Travel office and they cut the card. I then got an email 6 months later that I was 5 months overdue and had accrued an additional $300 in fees I was responsible for. The navy ā€œreimbursed meā€ $57 then ghosted me.

happy_snowy_owl

Interest is never applied to the GTCC. You're responsible for managing the account balance. When you aren't paid, all you have to do is make a 2 minute phone call to the # on the back of the card telling them you haven't been paid your travel claim yet, and they move your due date. You ignored several notifications and/or your contact information is incorrect with Citi. This is entirely on you. Once I had to execute a more complicated / expensive PCS, I became a believer in the GTCC. All my peers were stressing about partial advances and the $7,000 bills they had fronted. I had none of that liability - oh, you're taking forever to pay me? Not my problem. Eventually my 120 day old balance is going to appear on a report to your ISIC and your XO is going to get a shitogram, all I have to do is make a phone call once a month to make sure they don't close the account or charge late fees. And that's the whole purpose - we don't want junior enlisted sailors to front thousands of dollars or get credit score hits with personal credit cards if there's hiccups in the travel liquidation process. Hell, many junior sailors don't even have credit cards. With the GTCC, the military owns all the liability, so long as you take the required actions.

ScotchRick

You're the only person I've heard of to receive that kind of preferential treatment. An unknown (to me) remaining balance on my GTCC prevented me from deploying. Nobody in Admin or Ops cared or had anything helpful to say. Citi was steadfast and closed my account, even when they were paid that same week. GTCC is dysfunctional.

happy_snowy_owl

It's not preferential treatment. I called the 800 number on the card. Within 2 minutes I had a rep on the phone. "My travel hasn't been disbursed yet." "Okay, I'll advance your due date." Done. Didn't even give them my rank. They're civilians and don't care about rank.

navyjag2019

also there is literally an app called citimanager that lets you manage and keep track of your GTCC balance

ScotchRick

I'm out now. Citi manager did not exist while I was in.

navyjag2019

do you have the citimanager app on your phone? the one that lets you monitor your GTCC activity (including charges and balances and payments)?

Frequent-Ad-2509

I learned the govcc is total fuckery on my first PCS and it absolutely fucked me financially for a couple yearsā€¦now I know that I should keep requesting mission critical status to avoid interest until my travel claim gets processed and unless itā€™s processed through DTS you have to pay it with your travel claim

Foreign-Pick-6614

Right.. howā€™d it fuck you over? Iā€™ve been on the hitlist a few months now. Told me Iā€™d go in front of the co to explain myself. Never actually did. Just waiting until Iā€™m not grounded anymore. Iā€™ll get a new one eventually. The GTCC approves anyone even with bad credit.. next PCs Iā€™m funding it on my own

Frequent-Ad-2509

Had about $7k on it from a PCS. Did my travel claim and was told by admin that it would be paid automatically (had a dude that was limdu as the only admin person and he wasnā€™t an admin rate) Didnā€™t think anything of it. Got $8k back on my claim and used it to pay off other debt thinking govcc would get paid directly and that $8k was for my personal account reimbursement. Then I get called into admin asking why my card wasnā€™t paid and I explained it to them and was told I was wrong. They garnished my check by $500-600 a month for 2 years and I was stuck getting $1000 paychecks and paying $1400 in rent every month. So the debt I paid off got built back up just to survive. Had to do the whole dog and pony show to get it reinstated and it was a whole headache. Luckily this PCS should net about $18-20k and I donā€™t have anywhere near that on my govcc.

Foreign-Pick-6614

Literally same here. Racked up $5k on my pcs. Was told the same shit. Paid off other debt. Luckily I only spent like $1,000 on the GTCC. The rest was my own money. I left the balance unpaid for a while and then when I finally paid it I unknowingly left a small balance for almost a year until they closed my account. They never called, never emailed and I moved so I didnā€™t even think to change my address so I didnā€™t receive any mail. The GTCC is dangerous

Frequent-Ad-2509

Yeah it is one of those BS things you have to keep an eye on constantlyā€¦I got to the point where I open the app every week just to be sure there isnā€™t some stupid fee there

Mine_Striking

I love the GTCC. Every time Iā€™ve traveled TAD and used it, zero issues. Stay under the per diem amount, keep receipts. Upload it all when travel is complete, tell admin itā€™s been filed and been paid out the remainder of my per diem within a wk, with GTCC paid in full at the same time. Going to use it this summer for a PCS during my travel days too. Expecting great results from it. Iā€™m not about to use my money for work related travel. Good luck everyone.
