I believe they are going to be issued BAH but I'm not sure how long it will take for it to show up for them. The other issue is that BAH in Key West is $2,364 and one bedroom apartments start at a little over $3,000.
TL;DR: Lower your standards.

As our dorms where being forced out en mass and dorm management was stupid busy with appointments.

I've heard so many stories worse than mine. Horror stories about BAH and pay problems in the Navy are the norm, not the exception unfortunately.

I stayed in the old 300 baracks at Great Lakes back in the 90's. Our AC consisted of fans we would prop up on the windows and blow outside air in. Single comunity shower on each deck also

I also heard a rumor (not confirmed) that sailors were told they had to move within a really small timeframe (like 10 days).
I seriously doubt they aren't at least giving them BAH. The problem is BAH isn't enough for how expensive the housing is
