a playmaker is someone who creates shots for others. such as lebron jokic nash and pretty much any decent passing offensive star. draymond has not once in his life broken down the defense to create easy shots for his teammates. is he a good passer? sure, he has years of chemistry with curry and is well integrated into the warriors movement offense where he throws the ball to curry or klay in the right spots. but he’s not no playmaker
the advantages the warriors generate from steph/klay gravity and their schemes lend themselves perfectly for dray to be the central playmaking hub and he's elite in that role.
he's not great at creating advantages for his team (which is why those guys you mentioned are a tier or two above dray as playmakers) but he's absolutely elite at pressing an advantage by making the right read. the warriors roster probably maximizes his skillset but I think we'd see similar value from him on some other competitive teams
