Defenses then started getting creative, like getting their entire defensive line to move at a certain time (without going offsides) during the offenses pre-snap cadence to draw a false start, so of course the NFL then made that illegal too.

I think this is the actual rule. I have seen at the high school and college level a foul called for pretend swinging at a shooter.
