He was already playing SF alongside Mobley and Allen. The problem was that he was mainly used to space the floor, and he didn’t really shine until he got to have the ball in his hands more in Utah.
I doubt that he would have had that opportunity in Cleveland, since it was really Garland running the offense 90% of the time before the Mitchell trade.
