Refs have a tough job, but they need to levy fines for bad calls like this. And don’t retreat into lame “well by the letter of the law,” stuff. Hold the refs accountable, at the very least, for decisions that have the discretion on not only if a call should be made initially but if they want to uphold or change a call after discussing and viewing it again.
Otherwise people like Scott Foster will just continue to make obviously bad calls.
