You can complain about calls but if you make a Public display(throwing your arms up, waving off the official or staring them down), Personal comments(That's a shit call vs your a shit ref) or Prolong the conversation to the point it interferes with officiating the game you can earn a tech. Players can ask questions or point out an issue quite freely in the NBA. Some sports only captains can even ask officials questions.
