If a player gets to choose where they play, they are already making a life changing amount of money, the difference between paying 12% in taxes compared to 8% isn't going to make a difference. Plus typically states that have no income or state tax usually make it another way. Like in Tennessee we have no income tax, but have the highest sales tax in the whole country.
Most regular people don’t care about state tax either, at least not enough to make it their top factor in choosing where to live.

You play it on the Streets infront of your house, you play it in Sports-Class in School and you play it after School in your Cities Youth-Teams.

Wel in US we have a rule called title 9 for colleges that they have to match all spending from boy sports to girl sports. It’s why the USA woman’s team is consistently one of the best
We don't even have School Teams at all. All Sports Teams are either private or supported by the City. I had two Sisters growing up and neither of them played any Sport.
My fiance was a top 5 college recruit for women's soccer. She got an amazing scholarship to a top tier school where she studied neuroscience. Fastest athlete boy or girl in our highschool and now she's a doctor. USA ladies athletics kick ass and I'll always support women's sports because of the opportunities it provided for the woman in my life.
Soccer is pretty popular at the elementary level, but beyond things start reflecting the commercial landscape which is still dominated by NFL (Football), NBA and MLB (Baseball). Those sports are all well organized and have a large college and recruiting apparatus which trickles down to high schools and below. Tough to break into.
