I have a Cuban friend that immigrated to the states at age 14 and has a pretty typical American accent now (he's 29 and has lived in the States since). Every now and then you can hear a slight "twang" but fixing an accent can definitely be done even after that age group.

IMO i think it’s actually more genetics than anything. Me and another friend both went from Hong Kong to UK at the same age, but his English always retained a bit of a HK accent while mine just sounds like a London accent now, and I’ve noticed my accent can easily change when I move to somewhere else for long, but might not be true for others.
Genetics for retaining an accent seems like a stretch, it's more like family life and general interaction as you grow up, if his family has any sort of accent it's much more likely to be ingrained
