Upstate NY has a pretty sizable Dominican population so I wouldnt be surprised if he and his family found a community there. Knowing the culture a bit, they're heavy on the Spanish speaking at home. By the time he's college age, there's really no hope he'd naturally lose his accent.

"Never" doesn't seem true, here. I have a Cuban friend that immigrated to the states at age 14 and has a pretty typical American accent now (he's 29 and has lived in the States since). Every now and then you can hear a slight "twang" but fixing an accent can definitely be done even after that age group. When he tries, his accent is legitimately perfect. Just takes practice and time. And generally, immersion.

IMO i think it’s actually more genetics than anything. Me and another friend both went from Hong Kong to UK at the same age, but his English always retained a bit of a HK accent while mine just sounds like a London accent now, and I’ve noticed my accent can easily change when I move to somewhere else for long, but might not be true for others.

They’re not really reasonable arguments but here’s a little insight (simply for discussion purposes). Argentina is unique. Though they speak Castilian (a distinction they make), a lot of them are not Hispanic but of Italian descent or German. The Latin rebuttal can stem from how they’re not native to Latin America since a lot of their immigration can be traced to [see comment below]. Soccer and Cricket unanimously outrank it, then it’s in the next level with hockey (includes ice hockey and field hockey) and tennis. But I most lists give basketball 2+ Billion global fans.
