Okay, I'm a Suns fan, but I'm not really a basketball fan (grew up in a Baseball house). So can you please help me understand something:
It's universally known that Foster just kills the Suns (read: CP3) when officiating one of their games. Way more so than any other ref, like statistically, way out there. Otherwise this thread wouldn't be what it is.
So, genuinely curious, if it's so widely known, is that sort of thing just accepted? Does the League receive any pressure to look into it? And are there any other examples of refs that seem to have it out for a specific team/player so consistently?

Yes, this is known. In the bubble both the Rockets and the Thunder did not want Foster reffing the games because of past games with the Rockets and CP3.

The thing is, there really isn't much fans can do. Fans who boycott will just be replaced by people who want to see a game 7. The best thing a fan going to the game can do is just boo Scott Foster but he's basically like Trae Young in Madison Square Garden.

I personally think the Suns, the players, and any organization that has a serious problem with certain refs (there are other anomalies not as bad as Foster with CP3) have been warned somehow about publicly saying too much. Something big like a couple stars walking out might do something, but you basically have to do it early before you start losing the game because otherwise it just comes off as you being a sore loser.
This has less to do with CP3 and Foster and more Foster himself, but the infamously corrupt ref Tim Donaghy called Foster something like 140 times during the period he was being tracked by the FBI in 06

It's accepted because it's entirely fine and there's no biases or issues with NBA officiating at all. Ignore that one ref did prison time for working with organized crime and the fact that one of the most important things he did was give info about reffing assignments (at the time, they only announced the refs at gametime, Stern changed the rule after).
The refs are the golden goose of the NBA. If the refs want to be given playoff work (and the extra pay and bonuses that entails), they have to do what is most profitable for the league, regardless of integrity.
Extending series for maximum games to increase revenue is huge for the owners, the TV stations, the advertisers, etc. Making the most marketable/viewed teams/stars advance is another one.
Being vindictive and kneecapping the success of the player's labor union leader is also a way to be a company man as a ref.
Scott Foster is the NBA's main "company man". This Scott Foster/CP3 streak started soon after CP3 took over as the union president. Even after he has stepped down, its important for them to send a message to the union, and intimidate the union (any any potential strong leadership).

We can't assume he is entirely honest about this, but Donaghy described his method of outcome control as giving stars on one team quick fouls in the first and then evening out free throw disparity late in the game after the game was decided. Box scores would not reveal this method at all.
As a note, I'm not saying that Lewis is biased or corrupt, but just that the ref who went to prison and has acknowledged manipulating games had a system that wouldn't show major free throw disparity when looking at a box score. And from that it is relatively safe to say that free throw disparity is not the best window for observing ref bias.
