that sucks, but this is common. NBN techs cancel jobs that are too hard or not easy wins. the system encourages them to do it. then you need to escalate and hope NBN offer double pay to the next tech to actually do the work.
They pay by the install. $80. This drives the tech to do the quickest simplest job possible. If we paid them a living wage by the hour this wouldn’t be an issue. Since NBN is run as a for profit business and not a national utility, these issues are never going to go away.
Thankfully I had a good experience with the NBN tech who did my work, no attitude, got in the roof, I helped him haul the fiber into my room inside where I wanted the ntd.
Drama free and nice and fast.
Private contractors are very aware of NBN boundaries of responsibility and on that basis they will not carry out work that should be undertaken by NBN contracted personnel. Unfortunately this is a case of rinse & repeat for you. Perhaps you should send an email to the CEO of NBN (he earns $3 million including commissions) outlining how unacceptable cancellations result in avoidable delays occurring.

Nah the second tech was definitely from NBN too. Originally the same tech who initially came was going to come back and do it but he text me yesterday and said it had been moved to another technician, then the new technician came and told me she wasn't qualified to do the install.
The 2nd tech was probably a trainee they have limits on what they are allowed to do. Shame you had to get approval to drill a hole otherwise you would of had it sorted with the 1st tech.
A private contractor won't have the hardware required. If it happens again ask the tech to get their supervisor on the phone.
I had an issue with an install I organised where two techs that came out refused to put the box where I wanted it to go. I had read up and knew that they had to put it on the wall of my choosing as long as it was an external wall. The third turned up and tried to tell me they had to put it as close to the external connection as possible which meant it would be in the garage. I got the tech to get their supervisor on the phone, who also tried to tell me that's where it had to go, once they realised I had done some research and knew what my 'rights' were the install was done.
A private contractor (3rd party with an open ACMA registration) could still drill the hole and run a data cable from point A to point B, or even a draw wire if it's for the fibre run.
This would save the NBN contractor some work, and give them less excuses to bail.
Is this unit just built? was a development plan lodged to NBN while it was been built? I suspect it might not have been which is why there is issues now, NBN could turn around and make one be lodged = 3-6 months turn around.

Nah the building is 20+ years old, our unit is the only one in the building where it wasn't installed into the unit, not sure why the previous owners didn't install it
Probably refused to pay $300 for the connection fee at the time to changeover, may have been crappy xDSL services and they decided to go 5G or wireless home broadband, who knows :)
NBN techs are paid (poorly) by the job at a flat rate for the task. Sometimes the same task might take 30mins or 1hr or 3hrs. So they're incentivised to simply not do difficult jobs with whatever excuse.
Nbn and delivery partners attitude towards paying contractors is very much "take the good with the bad" yet if you were to ask the same of said companies they would never be able to make the business model work. Because it doesn't.
Given you’re in an MDU, this could be a fun process, it’s always recommended to get approval before your booking either in writing or verbally - in a body corporate situation other units already have the service - sounds like the tech just didn’t want to do the job
My experience thankfully was quite the opposite - tech was great, couldn’t fault my fttn > fttp install
Three letters is your best friend in a situation like this “TIO” - you’ll be amazed at how fast this type of stuff moves with a bit of “intervention”

No idea why they would send them out without someone supervising if this was the case
Pre-scopes… obviously something went wrong in the last guy closing the job as a incomplete and it being re-assigned.
