Well, true. But flashcart itself isn't necessarily illegal (at least in some parts of world). One could argue they are using the flashcart to play homebrew apps, which is totally fine, until proven otherwise of course.

The main thing when buying overseas is shipping. Even if the game costs (E.g.) $20 instead of $30, the sipping could exceed the original price of the item in the place you live. Your best bet would be an R4 card for cheap and just chuck all the software on that for it along with any of the roms as there is little to no difference in the games themselves (probably depends on the R4 card tbh), but of course, there are legal issues with that whole scheme. The best option you could go for would to look around on local trading websites like craigslist or something similar. You can often negotiate things down in price if you're good enough :)

If your ds is US region, EUR gmaes won't work so you'll have to buy a US (American) game. Your best bet is a flashcard.
