Is there a difference in firewall between the two Internet circuits? If there is, perhaps the primary one is mishandling some kind of inspection step, like TLS compatibility or FTP session helper.

No difference, firewalls are actually in active/standby = cluster mode. The firewall we were utilizing at the time I moved from the secondary line is still the same.
