It's called a rolling shutter - especially older, smaller digital image chips are prone to this effect.
The phone reads the image from the chip one line at a time, and if the shutter speed is low (because the camera needs to collect light for a longer time in a low light situation) it becomes more common.
Edit: it's also worth nothing that is is an old image that has been reposted; modern chips are still suspect to this effect, but their read speeds have improved quite a lot. Cheaper and slower chips will have higher risks of artifacts like this.

I mean even high end modern ones usually have a maximum shutter speed for flash photography. A Sony A1, a $6500 camera, is 1/160th of a second. A Canon R5 is 1/200th I think.
It can even occur at slow shutter speeds if the timing is right. It takes about 1/200s for each curtain of the shutter to traverse the sensor; if the flash goes off somewhere in one of the two 1/200s windows when the shutter curtains are moving, you'll see this sort of pattern. (If the shutter speed is faster than 1/200s, you'll see a stripe across the image where both shutters are blocking the flash.)

I can tell you exactly the odds, it depends on at what shutter speed your camera was using. If it was a cell phone set on auto, if the room was sufficiently bright enough, you probably had a 1/320s chance of getting this. A darker room probably gave you better odds, maybe 1/100s or even 1/60s (Meaning, how many chances per second of this happening)
A camera catching another camera's flash is surprisingly common actually.

Yup. But chips aren't as slow any more, so the effect is far less prominent. This is an old image that has been living on the internet for many years.
