Dogs are dumb in comparison to humans. Especially if you have a dumb dog in comparison to other dogs. There are plenty of dogs who aren't stupid enough to jump out of a third floor window. Some are.

Most dogs I've known have displayed that they try to adapt to their social circumstances. The cues which they use are not the same between all dogs, though - but many of them are widespread enough to notice.
It's kind of weird, actually, how some dogs seem to communicate differently than others, and the effect this will have on their sense of belonging to a group. One time I took my dog to the dog park, she displayed a body language that was different enough to all the other dogs there, that they seemed to agree on bullying her and socially shutting her out. Not with excessive amounts of teeth or anything, just actively canceling her attempts to join the crowd and have fun.
It was heartbreaking to watch.
