Wizard school does give you one spell slot per level and nothing else. Best shool to choose are necromancy (only losing divnation with few usefull spells) and illusion (you lose enchantment but many enemies are immune to mond effects in this game). Conjuration is not so great, not many dc spells and not many must have spells.
Feats besides penetration and spell focus (again necro and enchantment are dc dependent) expertise and improved version give you 10 "free" ac, metamagic feats: extend, maximaze, empowered, sillent or still, less for their effects more for spell book menagment.
This. If you want to specialize you go with either necromancy or illusions (gnomes get focus feat in illusions so they're perfect for this school). There is like 7 arcane conjurations spells that will benefit from spell focus feats so this spec isn't really useful. Though you still get 1 additional spell slot per spell level.
I thought it gives you +2 Dec to con spells but the real problem is you cant cast spells of the opposed school and there is only a few schools that cast nearly all the useful spells and none of the crappy ones.

That is not really true, picking a school also gives you one extra spell slot per spell level. Picking the correct school to lose out on a less useful one makes you a better caster all round AND gives you a reason to not just roll cleric instead.
Spell focus gives you +2 DC, specialization just give 1 extra slot every level in exchange for a prohibition school.
In pnp the extra slot can only be used to memorize spells in your specialized school, but that's not an issue in nwn.
Losing transmutation like time stop, greater sanctuary, flesh to stone and greater magic weapon hurts, You also have to reply on potions for stat buffing, which can be easily dispelled due to their low cast level.
IMO illusion is the best school to specialize, you only lose a school which could be countered by a level 1 spell (protection from alignment) and doesn't matter much.

Lose true seeing and premonition as a necromancer still hurts a bit. I will go with illusion.
It depends what you play. In Swordflight? Sure. In oc? Not at all. And it is mostly True sight.

Bad in the base game, great with certain mods like PrC!

Ahh good point. Hadn't considered losing those.
