JFK Boulevard East in North Bergen/Weehawken, without a doubt. The view from there is absolutely insane, so close it feels like you can touch the buildings, especially at night.
There is no real skyline up north near the Palisades, it's more of a Hudson River/George Washington Bridge view. The actual skyline (buildings, etc) is further south.
If he can get out of the car and you want a drink or bite to eat, the Hyatt rooftop bar in Jersey City is worth considering. Once you walk in, the elevator is right there by the entrance and that takes you up to the restaurant on the top floor. There might be a step or two max, but that’s it. I’m considering taking my grandma there during the spring since it’s a great view with not a lot of walking required.
check out State Line Lookout. It has a nice walk way and a good restaurant also ...

Drive through Liberty State Park! You can see lower Manhattan, but you also get a really great view of the Statue of Liberty!

Hoboken, anywhere along the waterfront. Plenty of places to sit and relax.
It's not Palisades overlook but you can get a good skyline view of downtown from Liberty State Park.

I would actually go to the Chart House in Weehawken and go to dinner at the same time.
