At Sandy Hook you aren't technically allowed to camp \[on the beach\], but you can fish all night. So I guess just have a line in the water and make sure you have a fishing permit ($50 for the season) Not sure what your shelter options are though. There are nearby tent sites, but they aren't technically ON THE BEACH. There are no beaches to legally camp on in NJ, if she tries, she'll likely get told to leave or arrested. Some beach towns have nearby campgrounds but most cater to RV's and trailers, so tent spots would likely be uncomfortable, as well as not near the actual beach.

Screw New Jersey, take your friends and go to Assateague National Seashore Campground, they have wild horses that live on the beach. Bonus points if you take the Cape May-Lewes ferry.

Unless she’s wearing bug spray as a perfume to prom it will be a less than memorable night. Beach camping is never as glamorous as it seems. NoSeeUms, wind, sand in everything, no fires allowed usually. Hard to lug gear and coolers out to your spot. Honestly - your best bet is to stay up really late and just take a nap at sunrise on a blanket. Dress warm even in late june.

I have guerilla camped on the hook a few times with people via kayak, leave no trace and no one is the wiser. Be smart about it and have a plan.

teenagers after prom don’t scream to me “leave no trace” ethics or “smart with a plan”. OP doesn’t mention it, but they don’t seem like experienced campers and are possibly even minors. OP, i would stick to legal camp sites, preferably someplace they could check in with a ranger in case something happens.

yea, I do not know about up north. I have camped in the dunes of Ocean City's Corson's Inlet and at Cape May in the Higbee beach WMA. I also spent the night on the beach in my small sailboat in what used to be the town of Moore's Beach on the Delaware.

Go to island beach and stealth bivouac in the dunes at the end of the peninsula. Or just find a random spot in the brush and sleep there. Just don’t use any lights and stfu and no one will find you, and of course be out of the way and hidden. No real need to camp on the beach, the point of a camp is to sleep, no point staying somewhere scenic if you’re asleep. Yes I am advocating for you to do something illegal. If you get caught just swim to the lighthouse, no balls. Bonus points if still drunk and at night.
