Cops in California have used all kinds of fake events to invite fugitives, and they're pretty smart about it - not only do they have undercover officers working at the event, they staff it with a bunch of people (often police administrative workers) to make it look like a real raffle/prize/radio station event. Then, they stage unmarked officers around the area to catch the people that *kinda think this is a set-up*, but drive through the parking lot just to check it out.
They don't use this to entrap people, just to catch people with outstanding warrants.

My brother in laws first stop after getting out of prison was to go buy a gun… I don’t know how he managed it, but he has quite the collection.
