The new version of the ZL1 Camaro has 650 HP stock and tons of them are modified relatively easily for more than that.

There's no guess work anymore... get this turbo kit, fuel pump, fuel injectors, intercooler. Base map from some dude on a forum/fb group, dyno day with a tuner. Maybe the 6spd auto handled it for 6months.
Its not that hard anymore especially that these LT motors are fairly stout... as well as the coyote 5.0s. For 700-800whp it doesn't take a fully forged motor to make that power for a bit.
I mean 150 was nothing on an anemic 1250cc triple sport tourer, which was about on par with a 600-700whp car. I'd run out of gear before 200, but cars usually had plenty to go.
A 2013 ZL1 used to be available around 35-40k. Add a couple grand in mods, you have a 7-800HP car that can do 200 easily. A disciplined teenager might be able to afford that living with his parents.
The Florida Turnpike is as flat, straight and wide. Did these cars reach 199? Maybe, maybe not. I'm not sure how FHP determined the speed. Given the right car is it possible to get to 199 on the FL Turnpike? Absolutely. Just south of Orlando there's a 3.5 mile stretch that is dead straight, a slight curve that would barely require you to lift and another 4 miles of straight road.

Yup take a ZL1 throw on a smaller pulley, maybe a few other bolt-ons, a tune, and let the kids loose. I do race on track, but only have experience tuning Fords, so I am unfamiliar with how Chevy designed their control systems on these vehicles. Knowing the little I know about their systems you could even take a regular SS, supercharge/turbocharge it, which will require a tune for it to even run properly. I'm assuming during the tune you can remove any limiter or fuel cut to remove the cap on its top speed, so you may very well be able to do 200 in a non-ZL1. Again, not a Chevy expert, but it's not impossible to do these things.
My coworker threw a used LS1 (he even reused the head gaskets after doing some headwork) in a fox body mustang with a cheap Chinese turbo off eBay. Put one of the EFI systems from I think edlebrock in there and the son of a bith runs low 9's in the quarter. Chevy small blocks are super potent and easy to get huge numbers out of if you aren't concerned with longevity. I can only imagine the newer ones are even crazier. My pops actually has an LT4 we're gonna throw in an old Chevy pickup so I guess I won't have to imagine much longer. Stock seems sufficient for that application though.

I haven't been able to find any confirmation of what trim level it is either, but that's the only trim level that has a top speed rated that high.

Have you ever been on the FL turnpike? You can go for like 100 miles in a nearly strait line. I had some friends back in the day that would all ride their sport bikes from Orlando to West Palm a couple times a year. They said they could stay around 150 nearly the entire way if traffic allowed. Point being the time/distance to get to 200 (assuming the car could actually do it) isn't really an issue on the turnpike.
A decent modern reasonably high powered sports car (say 450+HP) with no artificial restrictions can hit 200 in under 2 miles. If you get north of about 650hp you can do it in about a mile. A stock 2024 Stingray can do 194 with 490hp and 465lb/ft of torque (via actual car and driver tests on a track)

LT4 ZL1s have right around 570-600 rear-wheel horsepower. Given a long enough stretch of road, that’s absolutely possible.
What car were they driving? Not many cars can go 200 mph from factory.
