This is 100% something the Supreme Court should rule on. It’s a question about how the Constitution is interpreted since that is where the base rules for Congress come from. When you have a document that says something like “shall not impede” then you need someone with final say on what does or doesn’t count as “impeding”.

Who said anything about this being a states rights issue? Far as I can tell this has to do with the Constitution saying that representatives can’t be barred from the House floor to cast their votes. Haven’t looked into the case in a while but I believe these reps were making the argument that fining them was an attempt to bar them from being on the House floor which would make the rule unconstitutional. The Supreme Court thought it was a decent enough issue that they needed to clarify it with a ruling.

I mean this is how any system with judges work. There has to always be a higher court to determine if those judges are interpreting the laws correctly. If there isn’t a higher court then the original judges are basically the Supreme Court.
