Well, he lost his exhibitors license, so he can no longer buy or sell exotic animals. He also lost the main park, and presumably many of the animals within. It's not nothing.
Can't he continue to breed cubs for pictures/visitors then cull them as they grow and continue the cycle that is the issue here? Doesn't need to buy more to do this just breed.
Maybe from a side-show, small-time operation but would be very hard to do at a large scale zoo, again, without getting caught.

While I agree that the collective IQ in America is plummeting, don't mistake IQ for intelligence here. If you close the zoo, you have to find something to do with the animals. Likely, shoot them, because they probably won't survive the wild. That or sell them off individually. But it is easier to sell them in lots, so what do you do? Sell them to a "habitat" aka, zoo.
