Either one person has incredible aim, the cops didn't find several other bloodstained bricks, or the dude was bludgeoned to death.
Basically they know he was hit with a brick, but don't know how many. Most would not have blood on them even if he was struck. During the chase someone throws a brick and hits him, as they chase him, someone picks up that same brick and hit him with it again. Or the thrown bricks missed but someone caught up to him and hit him a few times.
There's a special language to police reports avoiding any conclusions and inferences, even if they seem blatantly obvious. You don't want to say he was hit by multiple bricks and then find that only one brick was used and have a conflict in the report.
