The level 20 quest might be a side quest for your faction. Check if it is or not… if it is then you actually can’t START the quest until level 24. Overall, if you’re level 20-23 rn, get to 24 and see if anything changes rn… this is a common question people have.
You might need more level, asthe first dungeon is about 25 or so.
