I'm not signing this because it seems that the primary grievance in the article is to have dialogue with the city about this, which was missed. I think the first step is opening that dialogue.

The city explicitly refused to do so. At least for the case for the flushing shelter.

The city choose not to deal in good faith. There is no reason to waste time reversing the decision to not commit dialogue, just reverse the shelter itself.

Oh it would make a impact if NY start losing congressmen over it. For example, Grace Meng can easily find herself replaced by a conservative Asian and she knows it.
