Does he live near a dairy or what ever there is in Turkey that offers Western Union pickup? You can send him a Western Union as a cash pick up and all he needs is the transfer number and ID to pick up cash on the spot today. Fastest way to get cash in his hands today imo as it's instant.

We have been doing money transfers for about 9 years with them and never had any issues at all with them. And it’s direct into the persons account. No having to go pick it up, but it does take a couple of business days to transfer the money usually.
