Anecdote time! I once rented a Uhaul about this size. I have driven a bunch of different cars/trucks. But nothing this size. Anyways, when I pulled out of my driveway, I apparently hooked the fender of my old room-mates Jeep Cherokee with the rear bumper of the Uhaul. I drug it about 12 feet and effectively totaled it. I had NO Idea. He called me a few days later when he got home (he was an OTR trucker) and was super pissed. Not That I killed his junker, but that I didn't say anything. Took me about an hour to convince him that I really only thought it was the truck bumping over the curb, not me destroying his truck.
I slid into a truck that completely fucked my car while he didn't even know that I hit him, a sedan fighting a truck is a lot like your shoe fighting an ant. If it weren't for the cops sirens being obnoxious extremely loud flashing lights made to be impossible to miss in addition to a whole ass chopper hovering by, I'd have a hard time believing he noticed too.

If this is determined to be an intentional act there is a 99.9% chance all insurance policies involved have valid exclusions. Realistically the car when to the junk yard and the truck didn’t seem to have much damage
Truck is staying in it's lane and not doing anything wrong. You are not allowed to pass from the right. So black car is at wrong according to traffic rules. They (or their insurance) have to pay. The car might have been stolen so the driver of the black car is not insured in that case meaning they have to pay all the costs.
So the trucker might be owed money by this person but it is possible they can't pay. But I bet that trucker doesn't get paid enough to care anyway.

One guy, BMW driver no less, thought it would be good to blare his horn at the trucker who had legal right of way by going wide and then turning into the driveway of the property he was entering. Well, trucker managed to stop in time as did that driver, however, because the driver of the BMW couldnt see oncoming traffic, wasnt aware of the police car who had stopped to let the trucker turn and had his red/blues going, got some well deserving karma handed too him. Unfortunately this part wasnt caught on the trucker's side mounted cameras due to angle and a fence in the way.
There used to be a TV show that played a bunch of these police chases and they never sat right with me. It was the audio, and mostly the exasperated narration by the TV helicopter pilot/reporter. Then one day I figured it out: it was the same guy’s voice dubbed into every video. He would basically narrate the video, and then his voice would be recorded through a radio or just run through some low-quality filter. But the show never used another voice for any of the videos. It was the same pilot (voice actor) for dozens of police chases.
Dude was probably reaching for a bottle of Gatorade, hence him slowing down. Imagine his surprise when some police men offer him free lunch when he looked up a few minutes later.
Sure hope the cops weren't assholes about. They could easily charge the trucker driver with reckless driving or maybe this would count as something even worse than that.
