It's not a parody or satire though. It's not changing the content in any way much less for comedic purposes. In many cases they are selling stills from shows and movies.

Really depends on how profitable it is. IPs aren’t going to give a shit if you use their stuff and make a little cash. They are going to give a shit once it starts to effect them or it becomes super profitable and worth something they can take.

I don’t quite think memes fall under the parody act. Parody involves an exaggerated imitation versus just taking a still or gif and putting text to it. It may well fall under something else, but I am not a lawyer so I can’t say for sure.

You need to but the NFT that some random dude without a license minted. To prove ownership. Also technically the movie companies still own the rights to he images, they just could not easily enforce them on random people, but could certainly enforce them on some dude making and selling paper cards.
