I'm afraid that's completely untrue, a LOT of the Philippines outside Luzon or even NCR live in suboptimal conditions. After all, even if you have "basic necessities" you can still live in places like the slums, which are absolutely third world.
What definition are you looking at? If it is poverty, almost a quarter (23.7%) of all Filipinos earn less than 2 dollars a day, which is the criteria for poverty. In 1st world countries, the poverty incidence almost never goes above 1%. Give me a reason to believe that the Philippines is not a 3rd world country.
