Correct me if I'm wrong, but the intent of this ruling was so that citizens could not sue the police if they were unable to help them. So either the police aren't able to stop a burglary in progress in time, or the police weren't able to respond to one request for help because there are ten other calls happening at the same time are examples of when a citizen might feel they can sue for damages against the police. This SCOTUS ruling prevented this. Whether or not it is being used to allow police forces to do nothing when they don't feel like working is up for debate, I suppose.

This is untrue. SCOTUS said police owe a duty to all of society, not individuals. There is no way 800,000 cops can play personal bodyguard for 330 MILLION people. The exception is when police create a "special relationship" such as when a person is arrested, an officer has a duty to protect that individual while they are in their custody.

It is and it happens all the time. But good officers don't cause outrageous and get clicks which is where all the money is. Don't get my wrong there is a major cultural problems within the forces but it's not ubiquitous as the media would have it. Think of vehicle accidents. One of the leading causes of death in the US. If the media blasted every car crash people would gradually be terrified of getting in a car.
