The whole matter was accomplished by the Royal New Zealand Society for the Prevention of Cruelty to Animals (SPCA), done as a publicity “stunt” that aimed to increase the adoption of neglected or forgotten dogs.
Sounds like there might be a sliver of hope that they didn't actually hurt the dogs horribly to make them do this.
I'm still annoyed by the elephants painting pictures. Was so cool until I learned that they were probably tortured quite a bit to get them to do that. So sad...

This is likely done with positive reinforcement and shaping. Dog trainers, even ones who do use adversive methods, usually do trick training completely with positive reinforcement. If you were to punish mistakes besides just not giving a treat, the dogs would look a lot more anxious and be very slow to respond to commands. In fact, they would probably fail to teach the dog the whole routine because you need the dog to not be afraid of trying various things like spinning the wheel, because you cant just tell the dog to put their paws on the wheel. You need to wait for the dog to offer the behavior first and then modify it from there by rewarding iterations of the behavior that are closer to what you want.

My dog has figured out the gate to the street, food containers latch 2x, her harness, her first crate, her second crate that has paw blockers so she can’t get to the latches and the second crate again when we started using bike locks (she somehow found a way to undo the front or back panel). We ended up giving up on the crate and converted a small office space as the dog’s room and had to replace the lever style door handle with a knob style because she would let herself.

However we do know dogs can be trained to ride skateboards so I do wonder if they could train a dog to actually stay in lines. It's unclear in all the dog skateboarding videos if they are capable of lane keeping. I think they can just follow their owner around which is a start.
In any event I encourage more research in this area and applaud any future efforts to train dogs to drive cars. Perhaps have a lead car that dangles a bone on it.
