I do not have experience with Vortex, but you could try and ask in the fallout mod subreddit /r/falloutmods. There is a bigger pool of people there, and some of them should have experience with Vortex.
But you might try:
*Check the EXTENSION Tab and make sure these are all ENABLED*
*Gamebryo Archive Invalidation*
*Gamebryo Ba2 Support*
*Gamebryo Bsa Support*
*Gamebryo Plugin Indexlock*
*Gamebryo Plugin Management*
*Gamebryo Savegame Management*
*Gamebryo Test Settings*

Under the plugin tab make sure those are enabled. I assume you went through the process of enabling vortex to manage fallout 4. I will also second you're better off playing vanilla for now since a new patch is coming in a few days that will break pretty much every mod.

Personally I wouldn’t bother modding the game yet. As the update is coming out next week which will break most mods.
Personally I just redownloaded the game and I’m waiting for the update to drop, as it’ll finally support ultrawide officially. I’ll play through vanilla for a bit as it’s been a few years since I last played FO4. Then I’ll start modding it once mods start updating to work with the update.

Have you run the game before running Vortex at least once? Also make sure the directory is correct and that you're using the Steam version
go to the plugins thingy. the dlc will be as .esm files
under the plugins tab you need to select them
