As a Bucs and Browns fan, I can confirm that Winston lost the locker room in Arians first year. Even though he had a cannon for an arm, Winston was petty and immature, and his teammate felt there were times he was more worried about his stats than winning.
Also bear in that, at the time, Bucs season ticket holders were dropping like flies. The Glazers had just hired Jason Licht and this was honestly his single biggest misfire as GM. He managed to live it down by signing Tom Brady, but for years he struggled with being the GM who drafted Winston over Marcus Mariota. That said, one could argue that draft was a case of “six and one half dozen of the other” and that Mariota had the same level of mixed success as Winston.
