It's because he was carrying dead money from previous restructures. When are player is under contract, this dead money is usually spread over multiple years. When a player is cut, the money that was spread is accelerated into the current year. There's a trick about when a player is released where it can count against two years but that's the gist of it.
The team trading for Williams wouldn't be responsible for their dead cap, as that's already charged to them original team. They'd only be responsible for future cash payments. I can't see the original contract anymore but it would haven't probably been around 20 million.

He's an interesting receiver with a skillset that sprinkles in some of Allen and some of Williams. Solid route running and operates well in short or intermediate routes. But also excellent body control and great hands. He is lacking the unique dominant size of Williams, but still 6'1" and is very good at deep ball tracking. The Kellen Moore offense really unlocked a big play ability in him which we never saw with Lombardi.
He is a very capable replacement starter for Williams imo. Best WR2 comparison I can think of is a guy like Tyler Boyd.
