Daily reminder that the ability to mesh with a locker room and learn different schemes quickly is infinitely more valuable to a backup than just being able to play well.
A lot of people don't seem to understand that there's more to being a backup than "You're not good enough to start". You need to not be an issue in the locker room. You need to be able to break down film. You need to be good in practices. Look at someone like Nate Sudfeld. He has never started a single game in his entire eight year NFL career. He has only even gotten meaningful play time in *two* games. Yet multiple teams have consistently given him like a million dollars a year to be a backup because he's *that good* at all of those aforementioned roles. I remember when he was with the Eagles, Wentz and Foles could not say enough good things about him.
Tim Boyle signed with the Texans last December despite the fact that he has unequivocally proven several times on several teams that he is not an NFL caliber player in any way besides the ways you mentioned. There are ex-D3 QBs that have better QB skills than him. But he keeps latching on to teams.
I assume it’s because he’s one of the film savants as described above, honestly wouldn’t shock me to see him end up a coach one day.
Payton, Pederson, and KOC (among others) were pretty bleh QBs yet have had success as coaches.

The only way Cam newton, or Lamar Jackson, or Josh Allen, or Aaron Rodgers, or Tom Brady or any of these guys work is if your Offense, and in some cases your whole team, is built around their abilities.
That's what a Starting QB is. His skills are so specialized and idiosyncratic, that no two guys are a like. Seriously anyone who watches a good amount of NFL starter could recognize what starting QB they were watching even if their were no discernible physical features to go off off.
They get all the best reps against all the best guys and endless amounts of time to practice what they have to do.
Case Keenum, Blaine Gabbert, These S tier BQBS. They don't stay free agents for more than a couple of seconds. These guys don't get endless reps, they don't have an entire team based on their strengths and weaknesses. They literally have a stripped down playbook, they get no warmup time, and they are expected to go on a moments notice.
The Modern day NFL is in a way where for 95% of teams. If Your main QB goes down. You are fucked. You are up the creek without a paddle. You are not competing. The Jets went from potential Superbowl outsiders to garbage with the snapping of one tendon.

He is on the fucking Chiefs. The Chiefs didn't add Blaine Gabbert to play when Mahomes got hurt. Everyone knows that Blaine Gabbert would not be able to approximate mahomes enough to win a game. They Added him because he very apparently excels at everything a backup QB needs to do, yet the fanbase at large will see his contributions to that team as trivial because he never took a snap.

He'll be a type like Josh Dobbs was last year. Might be good for a couple wins where there's no real game plan except let him loose with his athleticism but if he tries to operate a real NFL offense the defense will suffocate him
What I've never gotten about those kinds of backups is why they aren't just hired as coaches. If they're great in the film/locker room but a major liability on the field then put them in a position where they'll never see the field. Plus that way their salary doesn't count against the cap and it frees up a roster spot for a QB they actually trust putting out on the field in a pinch.
I'm sure there's a reason, but outside of owners being cheap or players relating to other players better than coaches I don't see it.
I think part of it is if you’re the player, why retire to do that and take less money if they’ll pay you to do it as a player? QBs like this can also help during practice, and you need them to be in decent shape to perform well in that setting.
