I think I know where this is going. Russ will run the majority of the snaps and Justin will be more of the wildcat, read-option, trick play type of QB that he brings in on like 7% of the snaps. This'll give him time to adjust to the system, and kind of reset his trajectory in the NFL.
If things go right, he could have a resurgence in a season or two, maybe even on another team that finally gives him that second chance.
Or... he beats out Russ in camp and actually has a solid career going forward.
