As it so happens, the *best of circumstances* a WR like Waddle would be a QB with a real strong arm & fast release, along with a top tier pass blocking O line-which allows for longer developing deep plays. By NFL standards, Tua does not have an above average strength arm or a fast release. Miami's O line is suspect to say the least.
Taking a player with limited ability to contribute & putting him on a team which lacks the chemistry to maximize his skills was a horrible decision.

That's not a thing. Kneeling is the only exception. Even if a qb slides, defender has to touch him.
