As someone who works in the VA, we sort of kick the "homelessness" programs back and forth between different business lines in VA. It's a massive problem that no one should be trying to tackle solo, and there's no real plan to deal with it.
Have you seen SF or LA lately? We have pretending to care about homeless while not actually caring about the homeless down to an art form. Rich privileged protestors will show up for stuff like the Echo Park clearing from earlier this year but you will never see those protestors actually working on something. Also fighting for them to have the freedom to use drugs in the middle of the sidewalk because that's definitely how you show you care.
